Recommendation:
Recommend to the City Council a finding of no adverse impact.
Discussion:

Staff has been working on the EAW for this site for more than 12 months.  The proposed use is an Amphitheater with 19,000 seat capacity. The facility would face easterly and have a roof over the main seating area and stage.  The site would have parking onsite and would also have access to lots in Canterbury under an agreement with the operator.

The facility would have 40 to 60 events a year, with likely 10 to 12 having maximum capacity.  The facility would enter into shuttle agreements with MVTA and Southwest Transit to provide buses to remote lots in Shakopee at Marschall Road, Eagle Creek and Southbridge and to parking garages in Eden Prairie and Chanhassen.

The biggest issues identified were sound and traffic.  The EAW addresses these issues by directing the majority of sound towards the industrial area.  The sound system will be a state-of-the art system that will limit sound outside of the facility.

Traffic is addressed throughout the EAW.  An event management plan will be created to address signage on Hwy 169 to alert concert goers to exist at 101 and there will also be additional traffic control and signage on CH 83.
