Discussion:
The city currently has a City Council approved Master Partnership Contract #102861 with the State of Minnesota for MnDOT professional and technical services that expires on June 30, 2022.
The Master Partnership Contract provides a framework for MnDOT and local agencies to provide services and payment to each other. The City has utilized MnDOT services in the past for technical services such as bituminous and concrete material testing, and plant inspections, on all projects involving State Aid funding. Material testing and plant inspections are required by MnDOT during construction of State Aid roadways and is mandatory in order to receive State Aid funding. Using the state services is an economical means to meet the project testing and inspection requirements as MnDOT typically has personnel at the bituminous and concrete plants on a regular basis providing inspection for their own projects, as well as other governmental entities.
The proposed Master Partnership Contract #1050216 (see attached), would extend the agreement with MnDOT from July 1, 2022 to June 30, 2027.
