| | | | | | | | Policy/Action Requested: Adopt Ordinance No. O2022-012, approving an amendment of Planned Unit Development District #2. | | |
| | | | | | | | Recommendation: Staff and the Planning Commission (7-0 vote) recommend approval of the request. | | |
| | | | | | | | Discussion: Trident Shakopee West LLC is requesting that the City Council approve their Planned Unit Development (PUD) Amendment for property located at the southeast corner of Marystown Road and Lusitano Street.
Trident Shakopee West LLC is proposing Arasan II, the second phase of their apartment complex within this development. This apartment structure would include 112 units, 95 surface parking spaces and 110 underground parking spaces. The first phase Arasan consisted of 138 units, and the adjacent V.A. Clinic. As part of the developer's park dedication, they have dedicated land to the city for a park and will be constructed a dog park with agility course. The property is zoned Planned Unit Development District #2, and was platted as part of Powers 2nd Addition.
City departments, Scott County and other outside agencies were given the opportunity to review and provide comments regarding this application. City Engineering, SPU and Planning staff have provided memos/comments that have been incorporated into the draft Ordinance.
The property in question was included in the previously approved PUD and Plat, conditioned that an amendment was required once civil and architectural plans for the proposed use were prepared for review as specific users/building design had not been previously provided.
The apartment complex is proposing reduced setbacks along Lusitano Street, and the parking lot/pool area are proposing reduced setbacks from the south property line.
This apartment building generally complies with City requirements for parking spaces (194 required, 205 proposed) and design aesthetics. The building will generally match the existing apartment in appearance/materials, size. There are surface and underground parking spaces for the tenants of this structure, and there are amenities proposed (a pool, fire pit and patio area), along with a fitness and a community room on the first floor.
Since the initial development of this subdivision, the design of Lusitano Street has been modified and further developed, and is consistent with MnDOT, County and City design requirements. There is a temporary connection to Marystown that includes temporary barriers, with the long-term design to include a median for a right-in/right-out only access. Roundabouts are proposed in the future at 17th/Marystown and at Marystown/Hwy. 169 access, with a trail along Marystown to be constructed when these roadway improvements occur.
