Discussion:
Over the past year, city staff has worked with SRF and various consultants to prepare an Environmental Assessment Worksheet (EAW) for a proposed 19,000 seat amphitheater to be developed by Swervo Development. The proposed amphitheater would be located at the northeast corner of land west of CH83 and south of Unbridled. The land is currently owned by Canterbury Park Holding Corporation and the City of Shakopee's EDA and one privately held property.
The amphitheater would have parking on site and would also have access to lots that would be at Canterbury. The EAW also identified remote parking that could be used at existing MVTA lots in Shakopee and there has also been discussions with SWT to use garages in Eden Prairie and Chanhassen.
All ticketholders would be assigned parking at point of purchase. SRF will be completing a more in depth Event Management Plan that will include connecting ticket and parking locations with an app like Waze that would route patrons to their specific parking location.
Rideshare is also another component of event traffic. There is a lot south of the proposed structure that would serve Uber and Lyft patron drop off and pickup and also serve as a staging area for buses. It is anticipated that the amphitheater would hold 40 to 60 events a year with probably 10 to 12 operating at maximum capacity that would require usage of all of the parking management options.
There will be additional traffic management sign that will need to be implemented. Canterbury and Swervo also have an operating agreement to ensure that major events do not conflict with each other to minimize traffic conflicts.
Sound was another issue identified by several respondents. Past concerts at Canterbury have had sound travel across the river and into neighborhoods. All of these were open air events in the infield. The facility was sited to that it points towards the industrial area and it also has a large roof. The entire facility is sunk into the ground. This along with a state of the art sound system, has limited sound leakage outside of the facility.
This is an exhaustive EAW, consisting of more than 700 pages of studies and reports. The report has been on the city's website for more than 30 days.

The consultants have been able to address issues and concerns. Once the amphitheater moves forward with final approvals for zoning and construction, there will be a more in depth event management plan implemented.
Council will see this project again several times including for preliminary and final plat, PUD amendment and also for a contract for private development.
