Discussion:
The city's EDA is examining taking over the master lease of the commercial space at River City Centre. The project has never really fulfilled the need to engage and activate the northern side of First Avenue. Also, in review with the architects, the north facing facade that faces CH101 and the bridge, has never provided a vision of the development as a gateway development for the downtown.
RSP will work on reimagining the development including looking at drainage issues that have been identified on the southern face. The city is in the process of having a survey completed of grades on the sidewalks and the building.
RSP will bring back concepts to both the city and the Scott County CDA along with budgeting.
The city has retained outside counsel that is attempting to unwind the various agreements so that the city and the EDA can make a decision on the ultimate strategy to complete a workout on both the existing master lease and other agreements and the ultimate need for repairs or reconfiguration necessary to activate the downtown.
