Shakopee City Council
AprilĀ 19, 2022

FROM:Michael Kerski, Planning/Development Director
TO:Mayor and Council Members
Subject:
Congressionally Directed Spending Application for the Shakopee Riverfront Cultural Corridor - Phase II
Policy/Action Requested:
Adopt Resolution R2022-064, approving a Congressionally Directed Spending application for the Shakopee Riverfront Cultural Corridor - Phase II.
Recommendation:
Adopt Resolution R2022-064.
Discussion:

In March 2022 Congress announced the return of Congressionally Directed Spending (A/K/A Earmarks). Earmarks allow state legislators to request funds for important projects within their states and districts. Such funding
typically is used for projects relating to infrastructure, community programs, university research, hospitals and other local initiatives.

The City of Shakopee is applying for $1.5 million for the Shakopee Riverfront Cultural Corridor - Phase II; with a 50% recommended match, the city will ask for $750,000 in Congressionally Directed Spending.. Funding for the riverfront stabilization (Phase I) has been awarded in the amount $3.5 million. The $750,000 would cover the amount needed to complete the cultural trail, including repairing parts of city owned trails and installing interpretive nodes, individual interpretive elements, an augmented reality application and research, scripting, design and production of said elements. This project is in the Parks, Trails and Recreation Master Plan.

Budget Impact:

A 50% match is highly recommended to show the city's level of commitment to this project. The Shakopee Riverfront Cultural Corridor - Phase II project is in the 2021 - 2025 Capital Improvement Plan (PR-23-002), and the match is covered.
