Shakopee City Council
May 3, 2022

FROM:Michael Kerski, Planning/Development Director
TO:Mayor and Council Members
Subject:
Construction Manager as Agent for SandVenture construction.
Policy/Action Requested:
Award of contract to RJM for Construction Manager as Agent for SandVenture for $345,000 that includes a ten percent contingency and authorize the appropriate parties to execute the necessary agreements.
Recommendation:
Approve contract award.
Discussion:

The city solicited proposals from firms for Construction Managers as Agent for the redevelopment of SandVenture.  Construction Manger as Agent (CMA) serves as the city's representative for the entire project.  They will do preconstruction pricing and propose alternatives to design, materials and construction methods. The benefit of CMA is that it limits change orders while typically delivering a project at a lower cost since the CMA is working to lower the city's costs while delivering the best and highest quality project.

We are engaging the CMA now to ensure that they can work with the project designers to bring back a final design and construction budget with bids that will be approved by Council.

Six firms responded and were interviewed:

  • RJM
  • RA Morton
  • H+U Construction
  • Loeffler
  • Kraus Anderson
  • Stahl

Proposed fees were from $313,000 to almost $500,000.  RJM was chosen because of its current and past similar project work.  The city used RJM on the Community Center construction, demolition of the old city hall and the downtown improvements.

The CMA will also issue all bids and make award recommendations to the city council for final council approval.  The CMA will have a site superintendent on the job at all times.  They will be managing the day to day construction activities and will coordinate with the city staff on impacts on Lions Park.

The project goal is to begin construction the day after SandVenture closes in 2022 and open by June 1, 2023.  This is a complex project that includes removal of the existing buildings, rebuilding the pool and all the features.

The city is also in the process of issuing a Request for Proposals for the restaurant operator so that the contractor and designers can work directly with the approved user.
