Discussion:
The city implemented Tyler Technologies Enterprise Permitting and Licensing Software in October 2021. This software as a solution supports the building department, planning, dog licenses and all commercial licenses like Liquor.
As part of the city's negotiated contract settlement with Tyler, the city has been receiving advanced support through 2022 under the annual licensing agreement of approximately $160,000. As part of the installation process, Tyler also upgraded the city's software several times at no charge.
Beyond 2022, Tyler will only provide support to ensure that the network software is working. Normal network wide issues will be covered by a support ticket. No time is included for upgrades or errors on our forms or data that may be found.
Tyler implemented the Assist Program to allow cities to keep software up to date and also allow for a more rapid response to issues that may arise within our data, forms or fees.
Staff has identified several forms and formulas that will need to be modified in 2023. No one within the city organization has the programming skills or knowledge to ensure that changes can be made.
Assist provides the following:
EnerGov Assist Complete – 30% Annual Maintenance/SaaS, $60,000
• 400 Consulting hours annually
• Bi-Weekly Status Calls
• Investment Assessment every 18 months
• Advisory (strategic road-mapping) Consultation every 18 months
• EnerGov Virtual Labs
• 1 Tyler Connect Pass
• Existing Report Modifications to any reports developed by Tyler
• ~8 hours per week
Tyler has limited capacity within the Assist system for new users because of demand and the limited number of experienced staff available. Because of the number of permits and licenses that the city has, they have agreed to allow Shakopee to enter the program if we can commit now but pay for and use in 2023. This will allow them to budget for adequate staffing capacity with experience to meet our needs. They have already assigned us a project manager who is already working on the rental housing and code enforcement programming and will remain as our single point of contact into 2023.
