Recommendation:
Adopt the ordinance as presented.
Discussion:

Site Information:

Applicant: Greystone Construction

Property Address: 2801 Winner's Circle Drive

Property Owner: Canterbury DBSV Development LLC

Lot Area: 1.46 acres

Current Zoning: Planned Unit Development (PUD)

2040 Comprehensive Plan: Entertainment

Greystone Construction has submitted an application for a PUD Amendment to the Canterbury Southwest PUD to allow for the construction of a roughly 11,000 square-foot building to house a brewery and restaurant. The initial Canterbury Southwest PUD was approved in June of 2020. The development of each lot requires a PUD Amendment, as the building and final site design / tenants were unknown at the time of the initial PUD approval. To date, Greystone Construction's corporate office and the Omry Apartments are the approved developments in this PUD. The applicant intends to submit an application for a daycare on the southwestern lot in the development across Winner's Circle Drive from this lot shortly.

Building Discussion:

The proposed building is two different spaces, but there are connections between the two spaces, as it is expected that customers will travel between the two different spaces during their visits or brewery customers may order from a window into the restaurant, as the brewery does not have a kitchen. The brewery space has 121 interior seats and 66 patio seats. The restaurant has 95 indoor seats and 34 patio seats.

The proposed exterior building materials are: stone, horizontal and vertical oriented siding and decorative metal panels / roofing. As part of the exterior design, the applicant is proposing 4 original art murals. The applicant is proposing 237 square-feet of original art displays on the building. The sign ordinance allows for up to 60 square-feet of non-commercial original art displays. The graphics shown on the building elevations page are for location purposes; the final content / design is not known currently. The Canterbury Park area is entertainment oriented and the intended message is non-commercial, so staff supports allowing additional non-commercial art on the building, but recommends requiring the final designs be reviewed prior to the artist(s) starting work.

The character / materials of the proposed building are similar to the Omry and Greystone building and meet the materials requirements. Staff does recommend that some additional variation in materials or design be provided to the metal panel area on the west elevation.

The applicant is requesting allowance for a roof mounted sign along Shenandoah Drive (see building elevations). The proposed sign is very low on the roofline. Staff supports the proposed request due to the location on the roof and that the proposed signage area is limited to 40 square-feet. The intent of prohibiting roof signage is to prevent signage from being the most prominent or tallest feature of a building.

Proposed hours of operation for the brewery:

Monday-Thursday: 7:00 a.m. to 10:00 p.m.

Friday and Saturday: 7:00 a.m. to 12:00 a.m.

Proposed hours of operation for the restaurant:

Monday-Thursday: 11:00 a.m. to 10:00 p.m.

Friday & Saturday: 11:00 a.m. to 12:00 a.m.

Sunday: 9:00 a.m. to 8:00 p.m.

The City Clerk has commented that the brewery service of customers will be limited to after 8:00 am, but production is permitted prior to 8:00 am.

Site Discussion:

All vehicle access to the parking lot will be via Winner's Circle Drive. As proposed, the development does not meet the off-street parking requirements. By City Code, 115 parking spaces are required based on the amount of seating and brewery production area. The applicant is proposing 82 parking spaces on the site and a shared parking agreement with the future daycare across Winner's Circle Drive that would be available after 6:00 pm on weekdays and entirely on weekends. The current proposed daycare site plan has 39 parking spaces. There is also limited public parking availability along Shenandoah Drive, with approximately 8 on-street spaces adjacent to this site. Public on-street parking is not dedicated to a specific user. On-street parking is not allowed on Schenian Street. The off-street parking calculations include the 100 outdoor patio seats.

Parking in the area is available as follows:

  • 82 off-street spaces on-site
  • 39 parking spaces at the adjacent daycare available after 6:00 pm on weekdays and all weekend
  • 8 public spaces along Shenandoah Drive are adjacent to this site, but not dedicated to this site.

Total: 136 parking spaces, 115 are required by code.

Staff is comfortable with the proposed amount of parking for the following reasons:

  • After 6:00 pm on weekdays and all weekend the amount of parking meets City Code, 71% of the required parking is available before 6:00 pm.
  • It is expected that some of the customers of the brewery / restaurant will be from the 303 units of multi-family housing within a short walking distance of 600' / 1.5 blocks of this site, (147 units at Omry, 56 units at Artessa, 100 units at Canterbury Crossing). An additional 300 units at Triple Crown are less than a 1/4 mile walk.
  • 100 patio seats (33 parking spaces) are calculated in the off-street parking requirements and it is expected the patio area will likely not be used a significant portion of the year.

The applicant is proposing pedestrian connections from the sidewalk along Winner's Circle Drive, two bike/pedestrian connections to Shenandoah Drive and staff is recommending a pedestrian  to the sidewalk on the south side of the building from the trail along Schenian Street. Staff also is requiring that the development of the site be shifted 2' north to have parked vehicles, specifically trucks backed into parking spaces encroaching into the sidewalk along Winner's Circle Drive. Americans with Disabilities Act requirements specify a minimum of a 4' clear area for sidewalks.

The applicant has also submitted a final plat application to subdivide this parcel from the existing outlot. The proposed plat drawing is attached and the plat is on the consent agenda for this meeting.

At the July 7th meeting, the Planning Commission gave a positive recommendation to the City Council of the PUD Amendment request by a vote of 5-0.
