Subject:

40 Miles Per Hour (MPH) Speed Limit Zone Along 12th Avenue Between CSAH 83 and Valley Park Drive

Policy/Action Requested:
Accept MnDOT's Speed Limit Authorization Report and authorize posting the recommended 40 MPH speed limit zone for 12th Avenue between CSAH 83 and Valley Park Drive.
Recommendation:
Approval as requested.
Discussion:

12th Avenue is currently posted with a 30 mph speed limit; however, the city has received multiple requests to review this limit. After completion of a regional trail along the south side of 12th Avenue, the Traffic Safety Committee determined that it was an appropriate time to review the speed limit along the corridor.

On November 3, 2021, City Council authorized a MnDOT speed zone investigation for this portion of 12th Avenue by adopting Resolution R2021-155 (see attached). This resolution was sent to MnDOT on November 10, 2021 requesting that they conduct a speed zone investigation.

The speed zone investigation performed by MnDOT produced a recommended speed zone of 40 MPH for this portion of 12th Avenue. Attached is the state's authorization, dated November 10, 2022, to install the appropriate signs designated for reasonable, safe speeds on 12th Avenue. Based on MnDOT's speed study, City Council has the authority to accept the speed zone study and authorization and to install traffic control signs, accordingly.

Budget Impact:
The traffic control signs will be manufactured and installed by city staff, funded out of the Street Maintenance operating budget (approximately $800).
