FROM:Keith Raines, Public Works Supervisor
TO:Mayor and Council Members
Subject:
2022-23 Snow Removal Locations for Sidewalk and Trails
Policy/Action Requested:
Approve the 2022-23 sidewalk and trail snow removal locations.
Recommendation:
Approval of the action requested.
Discussion:

In accordance with City Code 90.04, after snow has ceased to be deposited, snow removal on public sidewalks must be completed within 24 hours on commercial property and within 36 hours on property zoned other than commercial. As per City Council direction on December 6, 1994, the Public Works Department shall maintain snow removal on all sidewalks and trails that abut collector streets and county roadways. Property owners are required to remove snow on all other sidewalks and trails along "local" streets. Per city policy, plowing by the city is not required unless there is an accumulation of 2" or more.

The city has a total of 180.4 miles of sidewalks and trails. Last season through the winter of 2021-22 the city plowed 90.5 miles. A net additional 2.5 miles are recommended to be added as follows, along with one trail removal:

  • Levee Drive (new sidewalk on the north side of Fuller Street to alley on west side of Scott Street)
  • Marschall Road (new segment of trail on the west side of Marschall Road from Vierling Drive to 17th Avenue)
  • Marschall Road ( add five existing trails which are connected to the main trails. These trails connect to the neighborhoods on both side of Marschall road. Connecting trails are located between County Road 78 and just south of Wood Duck Trail)
  • Ridge Creek Park (new trail at the intersection of Pike Lake Trail and Crossing Boulevard, head east through the nature area to the east side of the basketball court area. Also, plow the new trail to the corn crib)
  • Windermere Park (new trail from Windermere Way to County Road 78, along with the four connector trails coming in from the neighborhood streets in the Windermere division)
  • Phillip Way (new trail on the east side of Phillip Way from 17th Avenue to Tyron Drive, and north of Tyron Drive to Sharon Parkway)
  • Memorial Park (eliminate all plowing of the trails east of the east parking lot located in the areas around the shelter, the snowmobile trail and along the burial mounds)

The total length of sidewalks and trails to be plowed during the winter of 2022-23 is 93.0 miles (see attached 2022-23 Sidewalk and Trail Snow Plowing Map).

Budget Impact:

Funding is included in the current operating budgets for 2022 and 2023.
