Shakopee City Council
December 6, 2022

FROM:Ryan Halverson, Assistant City Engineer
TO:Mayor and Council Members
Subject:
Grant Application to the Minnesota State Active Transportation Infrastructure Program
Policy/Action Requested:
Adopt Resolution R2022-140, authorizing the city to submit a Minnesota State Active Transportation Infrastructure Program Grant for the 2024 Full-Depth Reconstruction Project (Stagecoach Road Trail).
Recommendation:
Adopt Resolution R2022-140.
Discussion:

The 2024 Full-Depth Pavement Reconstruction project has been approved in the city's 2023-2027 CIP (See attached CIP Sheet CIF-24-001). In addition to a full-depth pavement reconstruction of a portion of Stagecoach Road, the project includes construction of a new pedestrian and bicycle trail from the newly constructed roundabout at CR101 down to the MVTA Public Transit Station entrance, just south of 13th Avenue. The trail system, which is identified as a Tier 2 Regional Bicycle Transportation Network alignment in the adopted Met Council 2040 Transportation Policy Plan, will eventually extend to Preserve Trail, when the remainder of Stagecoach Road is constructed in the future.

On October 18, 2022, the Shakopee City Council authorized the execution of a professional services agreement with WSB & Associates Inc., to prepare a feasibility report and to compose a trail grant application. Grant requests are being solicited by MnDOT as part of the Minnesota Active Transportation Infrastructure Program, which provides grant funding for the construction of pedestrian and bicycle infrastructure projects. A letter of intent for the trail grant has been submitted and MnDOT provided confirmation to continue the grant application process based on the merits of the Stagecoach Road trail project. The project request is for the maximum amount of funding in the amount of $500,000. If awarded, the grant will help pay for the bituminous trail and associated costs. The grant does not have a local match requirement.

A public engagement event for the project is scheduled for Tuesday, December 6, 2022. Area residents and property owners will be able to discuss the project scope and provide feedback for trail options, which will help guide the design process.

Budget Impact:

In the 2023-2027 Capital Improvement Plan, the 2024 Full-Depth Reconstruction Project is estimated to cost $2,600,000. The project is proposed to be funded by the Capital Improvement Fund, Sanitary Sewer Fund, Storm Drainage Fund, Special Assessments and cost sharing with Shakopee Public Utilities. A feasibility report with estimated project costs and funding sources will be provided at a later date for future City Council consideration.
