Recommendation:
Authorize purchase of system and approve agreements.
Discussion:

On Oct. 4, 2016 City Council approved and signed an agreement with the Department of Justice for a $60,000 matching grant to develop a body worn camera (BWC) policy and purchase BWCs and equipment. On April 19, 2017 City Council approved the Shakopee Police Department's (SPD) BWC policy. Since the implementation of the BWC policy, the SPD has researched, received bids, and tested BWCs from several vendors. During the research, the department looked specifically for a vendor who could integrate both a BWC and in-car video system into one. The SPD's current L3 in-car video system is obsolete; the time spent trying to locate parts and repairing them is inefficient; and the system needs replacing.

The SPD decided on a system manufactured by Getac, Inc. (a/k/a WHP Workflow Solutions LLC d/b/a IRSA Video) because their equipment and capabilities best fit the criteria of the department. Upon approval of purchases and agreements from City Council, the SPD will order the equipment, have the in-car systems installed, and begin training on both systems at the end of March 2018.
Budget Impact:

The BWC grant is for $60,000 and has a match amount of $60,000 for a total of $120,000. The quote for 48 BWCs, training and equipment (including cloud storage and warranties for three years) totals $130,630.11.

The in-car video system quote for 16 squad cars, installation, training and equipment (including cloud storage, maintenance and warranties for three years) totals $104,906.66.

The total cost of the BWC and in-car system over three years is $235,536.77. The total cost to the city is $175,536.77. The city's first year cost is $111,902.29, and year two and three costs are $31,817.24. These costs are budgeted in the Tribal Services account.
