Final Contract Payment for the River Bluffs Public Improvements & Street Light Projects 

River Bluffs Public Improvements

On August 17, 2021, City Council adopted Resolution R2021-119 accepting the bids and awarding the contract for the River Bluffs Public Improvement Project to Northwest Asphalt Inc., of Shakopee, Minnesota. 

All of the improvements have been constructed in accordance with the contract documents. Attached is the Certificate of Completion showing the original contract amount of $758,087.39 with actual final costs of $851,882.59. The final costs included a change order for rock excavation in the amount of $39,900, which was approved by City Council on January 4, 2022. All required project documentation has been received and is compliant. Final payment to Northwest Asphalt, Inc., in the amount of $8,518.83 will be issued once approved.

River Bluffs Street Lights

On May 3, 2022, City Council approved the purchase and installation of streetlights for the River Bluffs Development and Levee Park Trailhead in the amount of $285,426. 

All of the improvements have been constructed in accordance with the contract documents. Attached is a Certificate of Completion showing the original contract amount with Northwest Asphalt, Inc., of $94,930.00 with actual final costs of $101,008.20. This was for excavation, installation of the concrete street light bases and conduit installation. All required project documentation has been received and is compliant. Final payment to Northwest Asphalt Inc., in the amount of $18,120.70 will be issued once approved. The street lights were purchased from JT Services Inc., for $118,496.00. Shakopee Public Utilities installed a service cabinet, electric wires, and installed the street lights for $41,868.78. The actual final costs for the construction and installation of the street light project, including engineering costs was $271,522.04.

River Bluffs Public Improvements

The total estimated final project amount is $957,759.30. This project is funded by the Capital Improvement Fund (CIF), Storm Drainage Fund, Sanitary Sewer Fund, EDA Contribution, Developer Contribution and a grant from the Scott Watershed Management Organization (WMO) for storm water improvements. **Note: The continency amount contains $13,284 of work that was constructed with the public improvement project, that will be reimbursed by the developer. This unexpected work was in addition to requirements outlined in the Developer's Agreement.

The total estimated final project amount is $271,522.04. This project is funded by Tax Increment Financing and Developer Contribution. The following table provides a summary of the costs and funding amounts comparing the estimated bid award budget versus the final project costs:
