FROM:Michael Kerski, Planning/Development Director
TO:Mayor and Council Members
Subject:
Approve a contract with St. Croix Recreation for the Huber Park Playground Replacement and a contract with Pass Fence for new fencing.
Policy/Action Requested:
Approve a contract using the State Contract with St. Croix Recreation Fun Playgrounds, Inc. for $699,092.11 for playground demolition, installation, new container, drain tile, and poured in place and a contract with Pass Fencing for $33,675 for a new steel fence.
Recommendation:
Approve contracts.
Discussion:

Council reviewed concepts for a replacement playground for Huber Park at the December 6, 2022 meeting and chose a concept from Burke.  Based on direction from that meeting, staff has had the vendor do the entire playground area in poured in place.

Also, there were public comments concerning fencing the playground to ensure that children did not run into the parking lot or into the storm water pond.  Staff solicited proposals for an aluminum and steel version of a fence.  Staff is recommending use of a steel fence based on feedback from vendors and other locations used in Shakopee, largely at ValleyFair.  The steel fence is sturdier and will likely better sustain impacts.  The cost for steel versus aluminum was $4,488.

$33,675.00 (Steel) Pass Fencing-Montage-Majestic-20yr warranty

$38,075.00 (Steel) Midwest Fence-Montage Majestic- 20yr warranty

$38,500.00 (Steel) Action fence-Montage Majestic- 20yr warranty

Staff has discussed what to do with current playground items that have names on them, and in particular the fence pickets.  Staff is suggesting that they will be removed and people will have a limited number of days to pick up any with their names otherwise they will be scrapped.

Budget Impact:
Project is budgeted for replacement in the Park Replacement Fund and the Park Development Fund.
