| | | | | | | | Discussion:
The Regional Training Facility (RTF) is being considered for a major upgrade by Scott County. The RTF is a SCALE initiative that was originally conceived to have much broader support among neighboring communities to help pay for the facility and its operation. For many reasons, that has not occurred, including that there are other facilities in the area that were actually designed to be training facilities. Shakopee now funds more than any other city as the yearly fee is based upon population. Both Scott and Carver Counties were partners as well, but Carver has decided not to move forward.
A study has been conducted by the architectural firm of LHB (attached) essentially recommending a major upgrade and investment in the facility. Representatives of LHB will be in attendance to discuss.
Staff has had internal discussions for several years on the facility and now the prospect of it being upgraded. Although we currently use the facility, we could actually conduct training cheaper elsewhere. This would certainly be the case if major funding was committed to the facility as our yearly rates would likely increase.
Currently we contribute $58,469 to the facilities operation (the contribution listed by the study for Shakopee is incorrect). Our Fire and Police Departments estimate that we could provide necessary training space for about $10 to $15 thousand a year on our own. We have spent a total of $956,226 since operation commenced. Both Fire and Police do not support the future investment.
