Discussion:
The City of Shakopee's 2023 Capital Improvement Plan contains the CSAH 101 & Shenandoah Drive Traffic Signal project, CIF-23-016 (see attached CIP Sheet). Staff, with the help of a consultant, are currently preparing plans and specifications for a new traffic signal and additional westbound turn lane at the intersection of CSAH 101 and Shenandoah Drive.
As part of this project a new emergency vehicle preemption (EVP) system will be required for the railroad crossing located on Shenandoah Drive, just south of CSAH 101. This will require preliminary engineering services by UPRR to review the EVP design, plans and specifications, conduct field diagnostics and inspections, preparation of project cost estimates, and construction review.
After the design has been finalized UPPR will identify additional cost related to construction that the city will have to pay (such as the physical EVP construction or any other modifications that are necessary). At that time, City Council will be asked to consider approval of a construction services agreement with UPRR for that work.
The reimbursement agreement is consistent with other projects that require modifications to UPRR tracks.
