Shakopee City Council
March 6, 2018

FROM:Eric Weiss, Long-Range Senior Planner
TO:Mayor and City Council
Subject:
Request Additional Time to Complete 2040 Comprehensive Plan
Policy/Action Requested:

Adopt Resolution No. 2018-017, a request to the Metropolitan Council for an additional six months in which to complete the 2040 Comprehensive Plan.

Recommendation:
Staff recommends approval of the resolution requesting additional time within which to complete the 2040 Comprehensive Plan.
Discussion:

Per state statutes, local governments within the seven-county metro region must complete a comprehensive plan update once every ten years. That update must be completed and submitted to the Metropolitan Council for review by December 31, 2018. The Metropolitan Council is offering local governing bodies the opportunity to request an extension of the deadline by up to one year.

Like most communities, Shakopee was under a tight timeline to complete its 2040 comprehensive plan. Staff and the city's planning consultant, MKSK, are recommending the city seek an extension of its deadline for the following reasons:

  • Given that the city is undertaking an extensive overhaul of its plan, not a regular plan update, the workload is larger than is typical
  • Additional time is needed to complete technical reports for sanitary and surface water sections
  • In response to recent direction from the City Council, staff is now planning to move forward with a park and trail system strategic plan, which will be incorporated into the comprehensive plan and serve as a plan appendix
  • An extension will allow for more time to conduct community engagement during summer events and festivals
  • More time will allow for more coordination with county and neighboring city plans
  • The required six-month review period by adjacent jurisdictions can be delayed until late-summer rather than mid-spring
  • A deadline extension of up to six months will allow for greater timeline flexibility and will produce a higher quality plan.
Budget Impact:
None.
