Discussion:
On 7 February 2023, City Council split the Engineering Department from the Public Works Department creating two separate departments with individual department heads. This action creates job descriptions for both the positions of City Engineer and Public Works Director and establishes the position of those on the city’s pay scale.
Positions are placed on the Pay Plan scale through an objective analysis of individual criteria and grouping with positions that function similarly in the organization. The job description is an important starting place in determining this placement. The city has invested in several pay studies over the last several years to ensure that our job descriptions have uniformity within the organization as well as for outside marketability.
Once the job description is complete, a scoring or pointing system is used by the city to determine position on the Pay Plan wage scale. This placement is based on multiple factors to include: the amount of education and knowledge required for the position, level of responsibility and accountability, complexity and mental effort, the level of public contact and interpersonal communications, and the normal working environment.
Upon review by the finance Director and the HR Director, the position of City Engineer was graded at 768 points and the Director of Public Works at 674 points. This would equate to the City Engineer remaining at Grade 230 on the Pay Plan, and the Public Works Director moving from Grade 190 to 220 on the plan.
The City Council must take action to approve department head positions and to establish department heads on the pay scale. They must also appoint department heads. The City Administrator normally has the authority to take these actions except in the cases of department heads, police captains/sergeants, and those hired above the mid-point of the pay range.
Mr. Bill Egan is recommended for appointment as the Department Head for the Public Works Department at Grade 220, Step 3. Mr. Egan has been with the City of Shakopee since March of 1993, originally as a Maintenance Operator. He was promoted to Lead in 1996 before assuming the role of Park Supervisor which he held from 2003-2019. In April of 2019 he was promoted to Public Works Superintendent.
Mr. Egan take great pride in the customer service his organization provides, and his commitment to the city has grown as the city has grown from 14,000 to over 45,000 during his 30 years with the department. His extensive knowledge of the city infrastructure, development of city partnerships over the years, and his financial stewardship make him the best choice for the new position of Public Works Director.
