Shakopee City Council
February 16, 2021

FROM:Micah Heckman, Project Engineer
TO:Mayor and Council Members
Subject:
Receive a feasibility report and call for a public hearing on the 2021 Alley Reconstruction Project.
Policy/Action Requested:
Adopt Resolution R2021-019, receiving a feasibility report and calling for a public hearing for the 2021 Alley Reconstruction Project CIF 20-009.
Recommendation:
Approve Resolution R2021-019.
Discussion:

The City's 2021 Capital Improvement Plan (CIP) contains the Alley Reconstruction (Concrete) project (see attached information sheet for Project CIF-20-009). This project was originally planned for 2020 but was pushed to 2021 to follow the development schedule on the former City Hall site. Going forward, this project will be named the "2021 Alley Reconstruction Project". The project consists of reconstructing two alleys within the Central Business District. The alleys to be reconstructed are between 1st Avenue and 2nd Avenue from Fuller Street to Lewis Street. Per the city's assessment policy, a portion of the construction cost of the alleys will be assessed, creating the need for this feasibility report.

The feasibility report has been completed and is attached for Council review. The purpose of the report is to evaluate the existing infrastructure (pavement, utilities, street lighting and drainage) and make recommendations for any improvements that are needed. The report also addresses the estimated improvement costs, funding and the proposed assessments.

The attached resolution sets a date for the public hearing for this project for March 2, 2021. The approval of Resolution R2021-019 does not order the project nor does it commit the Council to constructing any improvements. The intent of this resolution is to accept the report and set the public hearing date. The public hearing will allow the property owners adjacent to the project area and the general public the opportunity to address the City Council on this project.

A resident information meeting was held on February 3, 2021. The purpose of the meeting was to provide property owners background on the project and address any questions they have. This meeting also allowed city staff to gather information about any issues property owners have with existing infrastructure in the project area. A list of comments from the open house is included in the appendix of the feasibility report.

A presentation of the project and feasibility report will be made to the public and City Council at the March 2, 2021 public hearing. The public hearing provides the property owners adjacent to the project area, and the general public, an opportunity to address City Council on this project.

Budget Impact:

The CIP budget for the project is $371,000 which included additional improvements to the streetscape adjacent to the old city hall site. The developer of the old city hall site took on those streetscape improvements as part of their development. This reduced the overall project scope for the alley reconstruction project. The updated feasibility costs amount is $175,000 and the project will be funded by Special Assessments and the Storm Drainage Fund.
