Discussion:

The EDA took over the ownership of the master lease for the commercial space in 2022.  The project has had almost no maintenance or improvements during the past twenty five years.  The previous financial structure did not allow for any funds to remain for any major improvements.  Currently the storefront systems are failing, there is water intrusion in a number of areas and sidewalk failures.

The EDA retained RSP Architects to refresh the commercial level and bring the facility to today's standards and to stop the current deterioration and resolve future maintenance issues. The parking lot also has no lighting, which this project resolves along with replacing the dead landscaping.

The EDA retained Kraus Anderson as its Construction Manager as Agent.  They have bid the entire project and worked with the architects and contractors on value engineering.  We received bids for all items except earthwork and roofing.  Kraus Anderson and RSP worked together to rebid these items.  We received several bids the second time.  Earthwork is below the original budget and roofing was over the budget, largely because of ongoing supply chain issues and significant cost in roofing materials.

The bids came in $2,946,424 for the project.  All of the bidders have been qualified by Kraus Anderson.  Once these contracts are approved, the only items left are the possible need to replace some ceiling tiles as the new canopies are installed and building signage.  There is $180,000 budgeted for this and Kraus Anderson and staff will be working with vendors to value engineer it to ensure that it comes in on budget and we will be bringing a separate contract back to the EDA for that installation since it is one of the last items to be installed.  Kraus Anderson is also recommending that the EDA hold out an additional $100,000 for unknown contingencies.

Current plans are that staff and Kraus Anderson will be meeting with the residents and tenants of River City Centre during April and construction will start on or about May 15th with completion in about three months depending on weather.  There is significant coordination required with tenants since all the storefronts and doors are being replaced and caulked and all of the sidewalks are being removed and replaced with a new underground drainage system.
