Staff received an application for a THC license. The application was sent to the Police Department for review. On February 7, 2023 the City Council approved denial of a THC License Spring Leaf LLC. dba Shakopee Express One.
Mustafa Gharwal, the owner, reached out to staff, and submitted a request to appeal the denial of the license. | | |
