Shakopee City Council
AprilĀ 18, 2023

FROM:Micah Heckman, Assistant City Engineer
TO:Mayor and Council Members
Subject:
Agreement with Scott County for a Traffic Signal located at County Road 16 and Fuller Street
Policy/Action Requested:
Authorize the Mayor and City Administrator to enter into a Cooperative Construction Agreement between Scott County and the City of Shakopee to construct and operate the traffic signal located at the intersection of County Road 16 and Fuller Street.
Recommendation:
Approval of the agreement and action requested.
Discussion:

A traffic signal at the intersection of County Road 16 and Fuller Street has been programmed by Scott County as part of their Transportation Improvement Program (TIP) in 2023. The City of Shakopee has jurisdictional authority over the Fuller Street approaches and thus the city is required to participate in the cost of the improvements per the county's funding policy.

The proposed project includes construction of a traffic signal and Americans with Disabilities Act (ADA) improvements.

The Construction Cooperative Agreement, which codifies the responsibilities of each agency and is consistent with other city-county agreements, is attached.

Budget Impact:
The City of Shakopee has budgeted $375,000 for this project participation. The proposed participation based on the latest engineer's estimate is $327,449.50 for construction and $18,250 for engineering and administration which falls within the budgeted amount. The final cost participation will be determined based on final quantities measured in the field.
