Discussion:
The city council and the community have discussed the future of SandVenture for more than three years.
Confluence has prepared plans in cooperation with MSR Architects and USAquatics and RJM, the city's Construction Manager as Agent.
Staff understands that the budget shall not exceed $7 million. RJM would like to get the plans wrapped up and get the project out for competitive bid now to lock down the pricing and supplies necessary for the project. There are a number of contractors that are currently looking for winter work. The final bids would return to Council for approval.
Tommy's Malt Shop must also make a decision on its future location since its lease will be ending next year.
Finance staff has prepared a financial summary of the project's General Fund impact, which is included. There are several opportunities for revenue growth that were not included in the original finance scenarios. Some of the proposed winter activities are dependent on having a winter cold enough to allow the activities to occur. Staff also believes that with an improved SandVenture will attract more visitors/users than in previous years, depending on the weather.
Construction is proposed to start September 1, 2023 and be completed by June 1, 2024.
