Elmer Paz of KME Auto Repair has applied for a conditional use permit for vehicle repair at 8610 Hansen Avenue in the existing Reliakor building.
Mr. Paz proposes to use the northern portion of the existing building for offices and repair of vehicles, utilizing the northeastern garage / service bays for frame work, body work and detailing. The applicant anticipates eight employees.
The existing shop area had been used for vehicle repair for Reliakor vehicles. The applicant is proposing to occupy the office area and shop space, so a conditional use permit is required, as the vehicle service operation would now be the primary use of the space.
Until recently, this building did not have fire sprinklers or city sewer / water service. New / different types of uses of the space are required to sprinkle the building by the Fire Code. City sewer and water service was recently added to this area by the Maras / Hansen sewer extension project and the property owner will be adding fire sprinklers to the building, which allows a different user to occupy this space.
The applicant proposes to use parking spaces west of the building and north of the building for employees and customers.
City Code requirements for vehicle repair conditional use permits are as follows:
- Shall not store any vehicles which are unlicensed or inoperative for more than 7 days, except in appropriately designed and screened storage areas;
- Shall conduct all repair, assembly, disassembly, or maintenance of vehicles within a building;
- Shall not have any outside storage
- Shall not have a public address system which is audible from any residential property;
- Shall screen any storage areas;
- Shall apply the parking setback to all areas where vehicles are located;
Overall staff is recommending approval of the request and the specific conditions that are noted above have been added to the draft resolution, along with additional conditions related to the following:
- A condition on monitoring the fire sprinklers
- The receipt of a Change of Occupancy Permit or Building Permit for improvements to the interior of the building.
- The applicant only working on vehicles inside a building
- The addition of a trash enclosure if trash is not kept inside the building
- The addition of a paint booth if painting of vehicles and parts will be a service that is offered.
- The receipt of a Hazardous Waste Generator License from Scott County Environmental Services.
