| | | | | | | | Subject: Review of Procedure for Council Directed Agenda Items | | |
| | | | | | | | Policy/Action Requested: Give staff direction on how to proceed with including councilor requested items on the agenda. | | |
| | | | | | | | Recommendation: From a pure staff perspective, requiring 3 councilmembers to be in favor of a agenda item is the most efficient, and will allow staff to work on issues that have a better chance of becoming adopted. As such, no change to the current process is recommended. In addition, and as outlined below, changing the process does not affect the need for a majority to approve the agenda. | | |
| | | | | | | | Discussion:
The city administrator has the ultimate responsibility for preparing the agenda. Staff prepares the agenda over the week prior to the meeting in question and delivers it to council members on the Friday before the meeting. If a councilmember wants an item on a future agenda, they must make the request and have two other members concur.
It is possible to change the above process and have two council members request that an item be placed on the agenda. However, a majority vote of council is still required to approve the agenda. In essence, if three members are not in agreement, they can override the request by adopting a motion to remove that item from the agenda at the beginning of a council meeting when the agenda is approved. | | |
