Shakopee City Council
JuneĀ 20, 2023

FROM:Darin Manning, Project Engineer
TO:Mayor and Council Members
Subject:
Accept quotes and award a contract for the 12th Avenue East Driveways Consolidation Project.
Policy/Action Requested:
Approve a contract with Minnesota Roadways Co., for the 12th Avenue East Driveways Consolidation Project CIF-20-014 in the amount of $165,389.65.
Recommendation:
Accept quotes and award a contract.
Discussion:

The 2022 Capital Improvement Plan (CIP) contains the 12th Avenue East Driveways Consolidation Project (see attached CIP summary sheet CIF-20-014), which consists of the relocation of the United Properties and CyberPower Systems western driveway, shifting the full access driveway east along the property (see attached proposed construction plan sheet). This relocation will help improve corridor safety.

It is important to note that this project originally included modifications and consolidation of driveways on the south side of 12th Avenue for Culvers, Midway Hospitality (AmericInn), and Ashley/Furniture Mart. Due to land acquisition costs, and design issues the City decided not to proceed with this portion of the project.

Quotes were solicited from three contractors. Two quotes were received and opened June 2, 2023.  Minnesota Roadways Co. from Shakopee, Minnesota, is the low bidder in the amount of $165,389.65 (see attached quotation tabulation). The engineer's estimate was $127,315.65. Minnesota Roadways Co. has the capacity and experience for the project and is deemed a responsible bidder.

Budget Impact:

The CIP identified a project budget of $1,000,000.00 for the 12th Avenue East Driveways Consolidation Project. As mentioned previously this included land acquisition, a new public cul-de-sac roadway, and modifications of driveways on the south side of 12th Ave. With this portion of the improvements being eliminated the total construction cost plus contingency, engineering, administration, and legal costs combine for a total updated project budget of $312,389.65. See the below costs and funding summary table for comparison to the CIP estimate with the updated estimate based on bid award amounts.
