Alex Hernesto Davis Henriquez of KME Auto Repair / Sales has applied for a conditional use permit for vehicle sales at 8610 Hansen Avenue in the existing Reliakor building. KME Auto Repair received a conditional use permit for vehicle repair at the June 8th Board Meeting.

KME Auto Repair leases the northern portion of the existing building for their office and repair of vehicles, will be utilizing the northeastern garage / service bays for frame work, body work and detailing. This request is for the ability to offer up to five vehicles for sale. At the time of the vehicle repair conditional use permit, vehicle sales was not a service that KME intended to offer.

One of the conditions of approval of the vehicle repair conditional use permit is the installation of fire sprinklers. New / different types of uses of the space are required to sprinkle the building by the Fire Code. A Fire Sprinkler Contractor applied for a permit to sprinkle the building on August 23rd.

The applicant proposes to use the same parking spaces west of the building and north of the building for employees and customers, with the northwesternmost five parking spaces dedicated to vehicles offered for sale. The I-1 zone allows for sales of used vehicles, provided the business is connected to a repair facility, and requires that no more than 20 percent of the business receipts be from the sales operation.

City Code requirements for vehicle sales conditional use permits are as follows:

  • Shall not store any vehicles which are unlicensed or inoperative for more than 7 days, except in appropriately designed and screened storage areas;
  • Shall conduct all repair, assembly, disassembly, or maintenance of vehicles within a building;
  • Shall not have any outside storage
  • Shall not have a public address system which is audible from any residential property;
  • Shall screen any storage areas;
  • Shall apply the parking setback to all areas where vehicles are located;

Overall staff is recommending approval of the request and the specific conditions that are noted above have been added to the draft resolution, along with conditions relating to the number of vehicles offered for sale being limited to five vehicles, and that any vehicles stored outside be both licensed and operable.
