| | | | | | | | Discussion:
The City's 2024-2028 Capital Improvement Plan (CIP) programs the installation of a traffic signal at the CSAH 101 and Shenandoah Drive intersection along with turn lane improvements on Unbridled Avenue, CIF-23-016 (see attached CIP Sheet). On August 15, 2023, the City Council approved the plans and specifications and authorized bidding of the project.
In accordance with Minnesota Statute Section 471.345 Uniform Municipal Contracting Law, bids were solicited and opened on September 26, 2023. Seven bids were received and Max Steininger, Inc., from Eagan, Minnesota, is the lowest bidder in the amount of $1,174,728.07 (see the attached resolution for the bid tabulation summary). Max Steininger has the capacity and experience for the project and is deemed a responsible bidder. The engineer's estimate for the improvements was $944,468.10.
SRF Consulting Group, Inc., (SRF)'s proposal identifies the scope of services and estimated cost to provide construction services for the improvements. SRF has the experience, technical skill, and capacity to provide the needed services and is a recommended firm as part of the City's approved consultant pool. The attached Professional Services Agreement authorizes and describes the scope and fee for their needed work on this project.

The project is to be funded by the Canterbury Tax Increment Financing funds. Based on the City's current tax increment projections the tax increment financing revenue will be sufficient to cover the overage. | | |
