Shakopee City Council
October 3, 2023

FROM:Micah Heckman, Assistant City Engineer
TO:Mayor and Council Members
Subject:
Agreement with Scott County for construction of a trail located along County Road 16.
Policy/Action Requested:
Authorize the Mayor and City Administrator to enter into a Cooperative Construction Agreement between Scott County and the City of Shakopee to construct and maintain three sections of trail from Spring Lake Drive to County Road 18.
Recommendation:
Approval of the agreement and action requested.
Discussion:

Trail improvements along County Road 16 have been programmed by Scott County as part of their Transportation Improvement Program (TIP) and the City as part of it's Capital Improvement Plan (CIP). The proposed improvements include construction of a bituminous trail and Americans with Disabilities Act (ADA) improvements. The proposed improvements have been split into three segments as follows:

Segment 1 - County Highway 18 to Moraine Drive Emergency Access

Segment 2 - Moraine Drive Emergency Access to Portage Lane

Segment 3 - 565 feet west of Portage Lane to 140 feet east of Spring Lake Drive

Segments 1 and 2 will be built in 2023 while the county is developing the Moraine Addition housing development adjacent to Segment 1. The county will fully fund construction of Segment 1. The construction costs for Segment 2 will be split per the County's City Local Cost Participation Policy Table. This policy states that the city and county will evenly split the cost of trail projects. Segment 3 will be a separate future project.

The Construction Cooperative Agreement, which codifies the responsibilities of each agency and is consistent with other city-county agreements, is attached.

Budget Impact:
The City of Shakopee CIP includes $45,825 for the City's share of the project costs for Segments 1 and 2. Based on the current estimated project costs, the City's cost share is estimated at $41,980 which falls within the budgeted amount. The City's final cost share will be determined based on final quantities measured in the field.
