Shakopee City Council
October 3, 2023

FROM:Kirby Templin, Water Resources/Environmental Engineer
TO:Mayor and Council Members
Subject:
Professional Services Agreement with AE2S for the Boiling Springs Area Drainage Improvements Project.
Policy/Action Requested:
Authorize the execution of a professional services agreement in the amount of $46,008 with AE2S to perform professional engineering services for the Boiling Springs Area Drainage Improvements project (Storm-25-002).
Recommendation:
Authorize execution of the agreement.
Discussion:

The 2024-2028 Capital Improvement Plan (CIP) programs the construction of drainage improvements to the Boiling Springs Area, Storm-25-002 (see attached CIP project summary sheet). The project includes construction and replacement of storm sewer infrastructure to the area located south and west of Boiling Springs Lane and east of Stagecoach Road. This is a landlocked area where there are frequent drainage issues that impact private property resulting in the need of city assistance to help protect property and mitigate potential flooding issues. The project will implement solutions to reduce: a) the need for frequent city assistance; and b) risk of flooding outside of the right-of-way.

AE2S's proposal identifies the scope of services and estimated cost to complete the engineering and construction services. AE2S has the experience, technical skill, and capacity to provide the needed services and is an approved firm included in the city's consultant pool. The attached Professional Services Agreement authorizes and describes the scope and fees for their work on this project.

Depending on the results of the preliminary engineering, easement acquisition services may also be needed for this project and are not a part of the AE2S project scope. Professional services for the easement acquisition would be completed under a separate agreement.

Budget Impact:

The scope of AE2S's Professional Services Agreement is proposed to cost (not to exceed) $46,008. This work is budgeted in the 2024-2028 Capital Improvement Plan and would be funded by the Storm Drainage Fund.
