Site Information:

Address: 2217 Meridian Drive

Property Owner: David Seng Chor and Tonara Hing

Lot Area: 0.24 Acres

Current Zoning: R1B, Urban Residential

2040 Comp. Plan: Mixed Residential

Sacha Sam and David Chor have applied for a conditional use permit for an assisted living facility at 2217 Meridian Drive (see attached narrative / plans). The applicant is proposing to provide assisted living services for up to three adults. The site is an existing single-family house in the Shenandoah Place subdivision and is zoned R1B, Urban Residential. Assisted-living facilities are an allowed conditional use in the R1B zone. The applicant is not proposing memory care services.

Staff requested additional information beyond the attached narrative. The responses from the applicant are as follows:

  • Maximum number of employees that will be at the facility at a given time: 2-3 employees
  • Expected employee work shift times, 8-hour or 12-hour shifts
  • Employees will park their vehicles in the garage
  • No vehicles associated with the business will be stored on site, such as a van or bus.
  • Maximum number of people under the facility's care at any given time: three people.
  • No persons that are not under the care of the facility will reside at the facility

Expected Services offered for clients / residents:

  • Adults over 18 years of age/without dementia/with walker/(Wheelchair accessible in future- Will Need to make a ramp after City Shakopee approval)
Personal Care (bathing, hygiene to walking, mobility, daily living activities)
  • Companion Care (provide comfort, help with transportation, meals, basic household tasks)
  • Adult Day Care (hours vary from 6 am - 8 pm)
  • Professional Nursing/Doctor Service 24 hours a day, 7 days a week
Nurse/Certified Nursing Assistant may administer prescription medication
  • Nutritional Food Services required by MN Dept of Health (dietary foods per resident)

A wheelchair ramp to the front door may be added site within City Code requirements. The attached draft resolution requires staff to utilize the garage parking and still allows for leaving two driveway parking spaces to be available for visitors if up to four staff are present for shift changes or meetings.

Overall staff is recommending approval of the request with specific conditions that limits the number of residents to no more than three residents and regulates the off-street parking of employees.
