FROM:Mark Noble, Senior Planner
TO:Mayor and Council Members
Subject:
Final Plat of Arbor Bluff
Policy/Action Requested:
Adopt Resolution R2023-145, approving the Final Plat of ARBOR BLUFF.
Recommendation:
The Planning Commission reviewed and recommended approval of the PUD & Preliminary Plat at their August 3, 2023 meeting. This Final Plat is generally consistent with the approved PUD and Preliminary Plat.
Discussion:
U.S. Home, LLC (dba Lennar), applicant and property owner, has proposed a Final Plat for property located south of Valley View Road and west of Independence Drive (extended south).

The applicant is proposing development of their first phase of a single-family residential subdivision (Arbor Bluff). This Final Plat would develop 41 acres, consisting of 54 lots and 2 outlot areas (approx. 3.6 unit/acre density with subtracting outlots/ROW). There would be 13 acres of open space dedicated to the city for public use with a subsequent subdivision. This open space is composed of a wooded bluff area and a wooded creek area that will include a system of trails that Lennar will be installing totaling 5,000 linear feet. The City and applicant have reviewed and approved a grading permit for this site, including area within the bluff area, conditioned that the applicant/developer shall replace any trees subject for removal within the bluff/open space consistent with City Code requirements.

The project received PUD and Preliminary Plat approval on August 15, 2023, and this Final Plat is generally consistent with those approvals. Lennar has stated that their homes will include varying amounts of stone on front facades and siding materials consist of lap siding, shakes, or board and batten. Other architectural features available on selected facades include columns, gables, shutters, accentuated window trim and fascia, and decorative roof brackets and cornices. Lennar’s design team will carefully plan the color packages of each home to avoid monotony and to ensure a visually appealing streetscape.

City departments and other outside agencies were given the opportunity to review and provide comments regarding this application. City Engineering provided a memo/red lined drawings/comments that have been incorporated into the draft Resolution. SPU commented that the applicant shall work with them to connect to the existing water and electric utilities to provide comprehensive services to this property and adjacent properties. City Planning included conditions of tree preservation and landscaping as mentioned above, and modifications to the submitted trail plan consistent with city staff requirements for connections at streets/intersections.
