Discussion:
The City's Capital Improvement Plan (CIP) contains the 2024 Cured-In-Place Sewer Pipe Lining Project (SEWER-23-001), consisting of cured-in-place lining of main sewer lines under various streets and on city-owned property throughout the city (see attached CIP summary sheets). This is a continuation of the sewer main lining program to maintain existing sanitary sewer infrastructure, which helps eliminate infiltration/inflow and minimize potential damage to city streets while avoiding expensive repairs when sanitary sewer line failures occur.
Of note, the plans include three (3) sections of pipe that were previously not identified in the CIP, but were included based on results of recent televising inspection. The engineer's estimate including the additional segments is within the approved budget for the improvements.
The 2024 Sewer Pipe Lining Project will complete the lining of the remaining segments of clay sanitary sewer pipe within the City. 6 miles of City-owned concrete sewer pipe remain on the City's system. Future projects may include spot lining of deteriorating concrete sewers, but this will be completed only as needed based on annual visual inspections of the City's sewers.
Plans have been prepared and staff is ready to solicit public bids to construct the improvements. Upon approval, subsequent advertising and bidding will commence with bid award scheduled for February 2024. Construction of the improvements will be performed in summer of 2024.
