Discussion:
Rachel Development is exploring the redevelopment of the Shakopee Gravel Pit. Based on the potential size of the development, an Environmental Assessment Worksheet (EAW) is required under Minnesota Statute 4410.4300, subpart 19.
The largest impact to the area is likely traffic and traffic controls. Staff has met with Scott County and is proposing a separate traffic consultant, Transportation Collaborative & Consultants LLC, to explore traffic impacts and work with the city, developer and county on mitigation, i.e. traffic signals, turn lanes etc. WSB will complete the environmental portion of the EAW and integrate the traffic findings into the final report.
The proposed site would be a master development of approximately 140-acres that could include single family homes, townhomes, multifamily, commercial office, retail, restaurants, grocery and a signature park with a major water feature. The project, should it move forward, would be rezoned into a Planned Unit Development.
At approximately 140 acres, this will be one of the larger infill redevelopment projects in the region. Highland Bridge at the former Ford site in St. Paul, is a 122-acre mixed-use master development in Saint Paul that features public and open green space, office space, retail space, apartments, single-family, and row homes, as well as senior living options.
Once the EAW has been completed, the city council will declare findings and forward to the Minnesota Environmental Quality Board (EQB) for its final decision.
