Discussion:
The Shakopee Riverfront Cultural Trail (Cultural Trail) has been underway for several years. The original concept for the trail was developed as part of the Parks and Recreation Master Plan.
The first phase of the Cultural Trail was the development of a visitor experience plan that was created though community feedback on what it might be and how residents and visitors experienced the existing trail, amenities and the river. Many residents and visitors were not aware of the history associated with the river.
The big idea that came out of the original visitor experience plan was "Many People, Many Paths, One River."
The second phase has been the creation of documents for the actual trail route and exhibit designs based on that feedback. Extensive historical and environmental research has been completed for the area to develop the trail and its exhibits in cooperation with the various participating groups.
A steering committee for the project has included:
Scott County Historical Society
Shakopee Heritage Society
City of Shakopee
Scott County
Three Rivers Park District
MN Department of Natural Resources
Shakopee Mdewakanton Sioux Community
The 106 Group was retained by the Scott County Historical Society to create the Design Development Plan along with the final designs for the exhibits under a grant from the Minnesota Historical Society.
The city received a Federal Grant from our delegation of $750,000 towards the creation and installation of the plan. It is currently budgeted in the 2024 CIP with matching funds from Park Development Fund. The city will need to enter into agreements with the various property owners along the trail for installation including the DNR, Scott County, Three River Park District and the SMSC.
The city also has budgeted the renovation of the Schroeder House and Livery in the 2024 CIP. At this time, that project is limited to south of the State Trail. Sewer is available for the Livery in the western ROW and for the house in the street. Since both buildings would be used by the public, public accommodation rules require that restroom facilities be available in both facilities.
The Marina is budgeted for redevelopment in 2025 in conjunction with the riverbank stabilization. The city has also received a DNR grant towards the Marina improvements.
The Schroeder House and the brickyard history are an integral part of the Cultural Trail. The buildings are deteriorating and it is critical that renovation plans be put in place and work begin on the structures. Attached is the Construction Manager as Agent proposal from Loeffler, which has completed a preliminary construction cost estimate.
