Lot Area: 167.1 Acres
Current Zoning: Major Recreation / Canterbury Park PUD
2040 Comp. Plan: Entertainment
Claire Roth of ISG Group, representing Canterbury Park, has applied for the Preliminary and Final Plat of Canterbury Park 10th Addition. The proposed plat creates three parcels from the single 167.10-acre parcel that contains the existing horse racing track, practice track, parking lots and associated buildings. The three proposed parcels are described as follows:
- 155.89-acre lot for the existing horse track, practice track and associated track buildings (Lot 1)
- 3.85-acre lot for the Boardwalk and Stables development (Lot 2)
- 7.36-acre outlot for employee parking and future development (Outlot A)
The applicant's narrative mentions that Outlot A and the adjacent parcel that is an outlot in Canterbury Park 7th Addition will be used for employee parking with possible future uses of a hotel and other entertainment / restaurant uses, such as a pickleball facility and bowling alley. These future developments will require additional plats and PUD amendments and are noted in the civil plans as Building Pads A, B, C.
Vehicular access to the site will be from a 30' private drive that is the extension of Schenian Street. The Engineering Department has noted that a traffic impact study will be required to be completed by Canterbury for any additional development beyond the development of the Boardwalk and Stables site. If additional vehicle parking is added to the Boardwalk and Stables site to meet the off-street parking requirements of City Code, the size of lot 2 will need to increase, which may happen prior to recording of the final plat.
The applicant is proposing two pedestrian walkways that connect to the sidewalk along Shenandoah Drive. A sidewalk along the private entrance drive from Shenandoah is proposed and a walkway that aligns with a future crossing of Shenandoah Drive from the Canterbury Crossing townhome development.
Planning staff are requiring two additional pedestrian walkways, one north of the employee parking lot and the other in the large island adjacent to the Boardwalk and Stables development; as pedestrian islands are not proposed in the parking lot areas of the employee lot and future developments. Overstory deciduous trees are required in the landscape islands consistent with City Code requirements.
City Engineering staff and Shakopee Public Utilities have requested additional drainage and utility easement areas along lot lines consistent with the comments provided on the plans and noted in the resolution, along with an encroachment agreement for the retaining wall located in a drainage and utility easement.
