Discussion:
Site Information:
Property Owner: Canterbury Park Entertainment LLC
Lot Area: 167.09 acres
Current Zoning: MR, Major Recreation with PUD Overlay
2040 Comp. Plan: Entertainment
William Doerr, Doerr Architects has applied for the Canterbury Boardwalk and Stables Planned Unit Development for the development of the Boardwalk and Stables, a roughly 19,000 square-foot restaurant and entertainment / event venue adjacent to the racetrack at Canterbury Park. The proposed use of the site complies with the 2040 Comp. Plan.
The proposed preliminary and final plat of Canterbury Park 10th Addition on this meeting agenda would create a 3.85-acre lot for this development.
The proposed development involves property adjacent to the southwest side of the existing racetrack. The applicant and Canterbury propose to reduce the size of the starting area of the racetrack to accommodate this development (see location map / aerial photo). The Stables portion of the building is proposed to have a space for private events / music with a mezzanine and food service. A shared outdoor patio area with an outdoor games area, bar area, and firepit adjacent to the racetrack is noted on the architectural plans and other submitted materials.
Site Design:
Vehicle access to the site is via a private drive extension of Schenian Street. The applicant is proposing two walkways through the parking lot that connect to the sidewalk along Shenandoah Drive. The proposed islands comply with City Code requirements. A future pedestrian crossing of Shenandoah Drive is noted in the plans near the southeastern walkway. Staff believes adequate pedestrian circulation is provided on the site.
The Engineering Department has noted that an encroachment agreement is required for the retaining wall areas near the track that are within drainage and utility easements.
Building Design:
Planning staff has had several discussions with the applicant regarding the design of the building and the applicant has revised plans based on that feedback. The proposed building design consists of the following materials:
- Fiber cement lap siding (2 colors)
- Fiber cement board and batten siding (2 colors)
- Fiber cement vertical tongue and groove siding
- Slate stone veneer
- Decorative cut copper panel
- Standing seam metal roof
Parking:
The proposed number of seats between the two uses has been reduced from 564 to 502 seats. Based on the seating shown on the plans, the number of required parking stalls based on the indoor and outdoor bar / restaurant seating is 168 spaces.
Staff's calculation for parking purposes of the outdoor congregation / patio area is roughly 6,900 square-feet of the total 10,000 square-feet of outdoor area. The parking requirements for congregation areas is 1 space per 50 square-feet, or 138 spaces for the outdoor area. The applicant is proposing a total of 234 parking spaces, which is 72 spaces below the City Code requirement.
On-street parking is permitted along Shenandoah Drive and there is space for roughly 42 vehicles between Schenian Street and the Vierling Drive roundabout, leaving an estimated deficit of 30 parking spaces if the public street spaces on Shenandoah Drive are available and used for this site.
Canterbury Park has stated that they will offer shuttle service and/or allow additional parking on its site if the amount of parking on the Boardwalk and Stables site is inadequate. Canterbury has thousands of spaces available and could also enter into a lease with the applicant for additional parking. A condition of approval of the Canterbury Park 10th Addition plat allows for an increase in lot size for this site to allow for additional parking.
Site Landscaping:
The proposed plantings on the landscape plan do not meet the diversity requirements and the quantity required by City Code for a building of this site. Staff is requiring that the applicant revise the landscape plan to meet City Code.
The Planning Commission unanimously recommended the City Council approve the proposed PUD at their January 4th meeting.
