Discussion:
The tax increment financing district was established in 2012 (1st increment received in 2015) with a required decertification date of 12/31/2023. The City's obligation, which was a pay-as-you-go note with the developer, was satisfied after the second half 2023 payment was made. This coincides with the districts required decertification date. The original paygo note was for a principal amount of $2,000,000, payable over a nine year period with five percent interest.
The development consisted of a 580,000 square foot warehouse and distribution facility and required the creation of a minimum of 150 full-time jobs. The eligible costs included property acquisition, site improvements and installation of public utilities. The costs associated with the development and operation of the site, indicate the development of the site would not have been feasible, and would not occur, but-fore the use of tax increment to finance a portion of the costs related to site improvements and infrastructure costs.
