Discussion:
The tax increment financing district was established in 2015 (1st partial increment received in 2017) with a required decertification date of 12/31/2025. The public improvements were funded through a cooperative agreement with Scott County and the costs were shared by the City and the County. Both entities were fully reimbursed with the 2023 2nd half tax increment payment. This was 2 years earlier than the required decertification date. The original principal city balance was $2,319,076 and the original county balance was $3,379,250. The amounts were to be repaid over a 9 year period without interest.
The development included the construction of a 820,000 square foot warehouse and office space. The eligible costs included public improvements, primarily related to road improvements in that area including 4th Avenue, Shenandoah Drive, CSAH 101 and CSAH 83. The costs associated with the development and operation of the site, indicate the development of the site would not have been feasible, and would not occur, but-fore the use of tax increment to finance a portion of the costs related to site improvements and infrastructure costs.
