The City's adopted 2024-2028 Capital Improvement Plan (CIP) contains the 2024 Cured-In-Place Sewer Pipe Lining Project (see attached CIP summary sheet). On January 16, 2024, the City Council approved the plans and specifications, and authorized bidding for the project.

In accordance with Minnesota Statute Section 471.345 Uniform Municipal Contracting Law, bids were solicited and opened on February 15, 2024. Two bids were received and Insituform Technologies USA, LLC, from Chesterfield, Missouri, is the low bidder in the amount of $442,797.09 (see attached resolution for the bid summary). The engineer's estimate amount was $388,840.95.

Insituform Technologies USA, LLC, has the capacity and experience for the project and is deemed a responsible bidder. The project work will occur during the summer and is expected to be completed by the end of September 2024. 

The 2024-2028 CIP identifies a total project cost of $500,000 for the 2024 Cured-In-Place Sewer Pipe Lining Project budget (see attached CIP summary sheet). Below is the costs and funding summary table comparing the CIP budget to the updated bid award budget. The project is funded by the Sanitary Sewer Fund.
