The City's Pavement Management Plan is a proactive approach to preserve the City's roadways, extend their useful life and maintain a high quality pavement condition system wide. The current plan includes pavement preservation techniques, including: crack sealing, surface chip seal coating, pavement patching, mill and overlaying and full reconstruction. These techniques are spaced out throughout the pavement life cycle to proactively preserve the roadway pavement, minimize life cycle maintenance costs and delay the need for full replacement. 

Corrective Asphalt Materials, LLC offers services that include an additional pavement management technique known as Pavement Rejuvenation, specifically named Reclamite. Reclamite is a top of the curve application that is chemically designed to restore the asphalt binder components that degrade through asphalt production and by oxidation through exposure to the natural environment. The restored binder prevents air and moister intrusion and maintains the pavement's durability and flexibility. This restoration is proven to add 5-7 years of service life to pavements when applied as recommended. 

Corrective Asphalt Material, LLC is the sole approved source applicator and supplier of Reclamite in Minnesota, therefore they were the only contractor able to provide quotes to complete the work. Included in the packet is a letter from the material manufacturer, Tricor Refining, LLC, acknowledging that there are no other approved suppliers of Reclamite. 

Additional information will be presented to the Council on the City's Pavement Management Plan and the consideration to introduce Reclamite into this program.
