| | | | | | | | Policy/Action Requested: Approve a contract with S.M. Hentges & Sons, Inc. for the CR 18 Trail Extension and Whispering Oaks Sidewalk Improvements, in the amount of $97,196.00. | | |
| | | | | | | | Recommendation: Approve contract as requested. | | |
| | | | | | | | Discussion:
The City's adopted Capital Improvement Plan (CIP) programs the extension of a pedestrian trail along CR 18 and a sidewalk along Wildflower Way, connecting the existing trail system in Prior Lake to Whispering Oaks Trail. The improvements are proposed to fill gaps in the City's existing pedestrian network and connect to recently completed improvements in Prior Lake.
Quotes for the improvements were solicited and opened on March 1, 2024. Three quotes were received and S.M. Hentges & Sons, Inc. is the low bidder in the amount of $97,196.00 (see attached quote tabulation). The engineer's estimate for the improvements was $116,935.50. S.M. Hentges & Sons, Inc. has the capacity and experience for the project and is deemed a responsible bidder.
| | | | | | | | Budget Impact:
The CIP identified a total project cost of $84,000 for the improvements. The table below details the cost and funding summary comparing the CIP budget to the updated budget based on the low quote received.

Funding for the project from the Capital Improvement Fund (CIF) exceeds the CIP budget by $20,555.80. Although the funding exceeds the CIP budget, the low quote received is less than the engineer's estimate based on the final approved plans. As the project design progressed, earthwork costs to construct the improvements increased from what was assumed during the CIP budget process. City staff recommends approving the contract with S.M. Hentges & Sons, Inc. based on the low quote received. The overall funding from the Capital Improvement Fund for 2024 will not exceed the programmed amount in the adopted CIP, due to realized cost savings from the 2024 Bituminous Pavement Rehabilitation Project.
