| | | | | | | | Policy/Action Requested: Adopt Resolution R2024-051, accepting bids and awarding a contract in the amount of $3,894,662.58 to Bituminous Roadways, and approve a Professional Services Agreement with WSB for construction services for the 2024 Mill and Overlay and Bituminous Pavement Rehabilitation Project, CIF-24-011, CIF-24-012, CIF-24-013, PA-24-01, PA-24-03, and BA-24-005. | | |
| | | | | | | | Recommendation: Adopt Resolution R2024-051 and approve the agreement. | | |
| | | | | | | | Discussion:
The City's Capital Improvement Plan (CIP) contains the 2024 Pavement Rehabilitation Project (CIF-24-011), the 2024 Bituminous Mill and Overlay Project (CIF-24-012), the 2024 Trail Rehabilitation Project (CIF-24-013), the Park Trail Rehabilitation Project (PA-24-01), the Parking Lot Rehabilitation Project (PA-24-03) and the Gorman Building Parking Lot Reconstruction Project (BA-24-005). On February 6, 2024, the City Council adopted Resolution R2024-018 approving plans and specifications, and authorizing bidding for the combined project.
In accordance with Minnesota Statute Section 471.345 Uniform Municipal Contracting Law, bids were solicited and opened March 26, 2024. Six bids were received and Bituminous Roadways from Mendota Heights, Minnesota, was the low bidder in the amount of $3,894,662.58 (see the attached resolution for the bid tabulation summary).
Bituminous Roadways has the capacity and experience for the project and is deemed a responsible bidder. Construction is anticipated to begin late April and be completed early fall of 2024.
WSB's proposal identifies the scope of services and estimated cost to provide construction services for the improvements. WSB has the experience, technical skill and capacity to provide the needed services and is a recommended firm as part of the City's approved consultant pool. The attached Professional Services Agreement authorizes and describes the scope and fee for their needed work on this project. | | |
| | | | | | | | Budget Impact:
The scope of the WSB Professional Services Agreement is proposed to cost (not to exceed) $224,177.50. This work is budgeted in the 2024-2028 CIP.
Based on the low bid amount, the updated total estimated project cost is as follows:

Since adoption of the CIP, the project scope was revised to remove the planned mill and overlay of Crossings Boulevard (Foothill Trail to CR18) and streets within the Weinandt Acres neighborhood. These changes were made after additional review of the pavement conditions indicated that Crossings Boulevard was not a candidate for a mill and overlay and the streets in Weinandt Acres were not ready for pavement rehabilitation. These roadways will be re-evaluated and incorporated into the CIP for rehabilitation at the appropriate time based on condition assessments. The amended total project budget of $4,820,680.29 is under the CIP budget by 28 percent and includes a contingency amount that covers any unexpected change orders, quantity adjustments and other miscellaneous expenses encountered as part of the project.
Consistent with the CIP, this project is proposed to be funded by the Capital Improvement Fund, Shakopee Public Utilities, Sanitary Sewer Fund, Storm Sewer Fund, Park Asset Fund and the Building Asset Fund.
