FROM:Alex Jordan, City Engineer
TO:Mayor and Council Members
Subject:
Award Contract for the CSAH 78 Pedestrian Underpass Improvements at Zumbro Avenue.
Policy/Action Requested:
Adopt Resolution R2024-083, accepting bids and awarding a contract in the amount of $803,317.25 to Northwest Asphalt for the CSAH 78 Pedestrian Underpass Improvements at Zumbro Avenue.
Recommendation:
Adopt Resolution R2024-083.
Discussion:

The City's adopted Capital Improvement Plan programs the construction of a pedestrian underpass below County Road 78 at Zumbro Avenue. The improvements will provide a safe and convenient pedestrian crossing connecting the Windermere and Highview Park residential developments, existing trail system and future Jackson Commons park.

Construction of the improvements will occur during the summer and is expected to be completed by September 2024, during the closure of the adjacent CSAH 78/69 intersection.

In accordance with Minnesota Statute Section 471.345 Uniform Municipal Contracting Law, bids were solicited and opened on May 29, 2024. Four bids were received and Northwest Asphalt is the low bidder in the amount of $803,317.25 (see attached resolution for the bid summary). The engineer's estimate amount was $1,019,548.20.

Northwest Asphalt has the capacity and experience for the project and is deemed a responsible bidder.

Budget Impact:

The City's share of the overall budget for the project, including engineering and administration cost is $908,317.25. The Scott County adopted Transportation Capital Improvement Plan includes $500,000 for the County's share of the improvements, to be reimbursed to the City in 2025. Below is the costs and funding summary table comparing the estimated costs to the updated bid award budget.
