Subject:
Award Contract and Approve Professional Services Agreement for the Canterbury Commons Internal Roadway Improvements
Policy/Action Requested:
Adopt Resolution R2024-084, accepting bids and awarding a contract in the amount of $4,419,649.75 to Heselton Construction, LLC and approve a Professional Services Agreement with Stantec Consulting Services, Inc. for construction services for the Canterbury Commons Internal Roadway Improvements
Recommendation:
Adopt Resolution R2024-084 and approve the agreement.
Discussion:

The City's Capital Improvement Plan (CIP) programs the construction of public roadways within the southeast area of the Canterbury Commons development. The public infrastructure improvements were identified with the areawide Transportation Study to provide adequate roadway access and circulation for the development area, including the Ampitheatre.

In accordance with Minnesota Statute Section 471.345 Uniform Municipal Contracting Law, bids were solicited and opened May 29, 2024. Seven bids were received and Heselton Construction, LLC was the low bidder in the amount of $4,419,649.75 (see the attached resolution for the bid tabulation summary).

Heselton Construction, LLC has the capacity and experience for the project and is deemed a responsible bidder. Construction is anticipated to begin in June and be completed fall of 2024.

Stantec's proposal identifies the scope of services and estimated cost to provide construction services for the improvements. Stantec has the experience, technical skill and capacity to provide the needed services and is a recommended firm as part of the City's approved consultant pool. The attached Professional Services Agreement authorizes and describes the scope and fee for their needed work on this project.

Budget Impact:

The scope of the Stantec Professional Services Agreement is proposed to cost (not to exceed) $381,496.00
