FROM: Steve Lillehaug, Public Works Director/City Engineer
TO:EDA Board
Subject:
Professional Services Agreement with SRF Consulting Group, Inc., for the Canterbury Commons Traffic Study.
Policy/Action Requested:
Authorize the execution of a professional services agreement with SRF Consulting Group, Inc., for the Canterbury Commons Traffic Study.
Recommendation:
Authorize execution of the agreement.
Discussion:

In 2017, the city worked with Canterbury Park on a Phase 1 and 2 development scenario of the western portions of the Canterbury site. Canterbury Park has now expanded their proposal to include additional development along the entire southerly and easterly portions of the Canterbury property (see attached Canterbury Commons preliminary concept exhibit). In response, commissioning a regional transportation study is warranted to evaluate the impacts that the proposed development will have on the local and regional transportation system as well as to identify needed improvements.

City staff needs assistance from a design consultant to perform this transportation study. City staff worked with SRF Consulting Group, Inc., (SRF) to develop a  work plan and professional services agreement to deliver this work. SRF has recently performed the county's and city's transportation modeling as part of the city's comprehensive planning so are very well suited to streamline the update and to build on this model relative to the Canterbury Commons Development. SRF has the technical skill, experience, and capacity to provide the needed services and is a recommended firm as part of the city's consultant pool that is currently under consideration. The attached Professional Services Agreement authorizes and describes the scope and fee for their work on this project.
Budget Impact:

The scope of SRF's work is proposed to cost (not to exceed) $74,500. This work would be paid out of the Capital Improvement Fund as part of the $300,000 Interfund Loan authorized by the EDA on February 7, 2018. This Interfund Loan is expected to be repaid solely from the available tax increment as part of the proposed Tax Increment Financing District No. 18 (Canterbury Commons Development).
