Adopt Resolution R2024-102, Approving the Professional Engineering Consulting Pool for 2024, 2025, 2026 and 2027.

Recommendation:
Adopt Resolution R2024-102.
Discussion:

At its December 1, 2020 meeting, the City Council approved a three-year professional engineering consulting pool for 2021 through 2023 consisting of 27 different firms. The preapproved consulting pool list was used to streamline the selection process and to assist staff in obtaining consulting services in areas where special expertise is required or when workload is such that it cannot be accommodated in a timely fashion by in-house staff.

 

The current consulting pool expired on June 30, 2024. Statements of qualifications (SOQs) were solicited and received on May 31, 2024 from qualifying firms. The City desires to establish a pool of firms whose combined and overlapping areas of expertise and abilities will allow staff to draw upon their services in a cost-effective manner without becoming overly dependent on any one firm.

 

The City received SOQs from 33 firms. For the 2024 through 2027 period, the firms listed in the attached resolution are being recommended to be included in the professional engineering consulting pool. These firms were selected after a thorough review of all SOQs by staff in the Engineering, Public Works, Planning and Development and Parks and Recreation Departments. All firms have the technical expertise and capacity to assist in delivering professional services. Overall, this combination of consulting firms represents sufficient expertise to accommodate the recurring engineering, architectural, planning and design needs of the City in an efficient and cost-effective manner. The recommended  professional engineering consulting pool shall be effective from July 16, 2024 through June 30, 2027.

 

One the pool is established, selected consultants must enter into a Master Services Agreement prior to providing services, which will be brought forth to the City Council for consideration at the August 7th meeting.
