Development of Arbor Bluffs includes the construction and extension of Wood Duck Trail south of the plat boundary, connecting to the existing roadway in the Maple Trail Estates neighborhood. Wood Duck Trail will be constructed within an existing easement owned by Northern States Power Company (NSP), also referred to as Xcel Energy.

Xcel Energy requires the roadway owner to enter into a Consent to Improvements to allow permanent infrastructure to be located within the existing easement. The Consent permits the City to construct the improvements, but maintains Xcel Energy's rights for future use of the easement area.

Wood Duck Trail will be constructed with a future phase of the Arbor Bluff development. Mass grading of the roadway in the easement area will occur in 2024.
