Shakopee City Council
AprilĀ 17, 2018

FROM:Steve Lillehaug, Public Works Director/City Engineer
TO:Mayor & Council Members
Subject:
Traffic control change at the intersections of 2nd Avenue with Naumkeag Street, Prairie Street, Dakota Street, Main Street and Fillmore Street.
Policy/Action Requested:
Approve the traffic control changes at the intersections of 2nd Avenue with Naumkeag Street, Prairie Street, Dakota Street, Main Street and Fuller Street.
Recommendation:
Approval of the traffic control changes.
Discussion:

The city received a complaint from a resident regarding a safety concern along 2nd Avenue along the railroad tracks. Several north/south streets are separated by the tracks and do not allow traffic to cross the tracks. While there are signs warning of a T intersection ahead, it can be difficult at times (e.g. during snow events) to determine which streets continue across the tracks and which do not.

The city previously had Type III barriers installed along the railroad tracks at each T intersection. In 2013, the Minnesota Department of Transportation required the city to remove the barriers due to safety concerns related to the proximity to the railroad tracks.

The administrative Traffic Safety Committee reviewed the complaint and determined that there is a potential safety issue at these intersections. While the north and south approaching traffic is already required to stop at the T-intersection under statutory requirements, the Traffic Safety Committee recommends supplementing and installing STOP signs at the intersections of 2nd Avenue with Naumkeag Street, Prairie Street, Dakota Street, Main Street and Fillmore Street to help add awareness to this T-intersection condition.

Budget Impact:
The traffic control signs will be manufactured and installed by city staff, funded out of the Street Maintenance operating budget (approximately $1,200).
